The government started operating the Pilot Scheme for Short-Term Visitors (STV) on June 1, 2022. Visitors are able to seize chances to facilitate their immigration by participating in short-term activities. After acquiring permission to join this scheme, short-term visitors do not need extra employment visas to stay. What are the requirements for joining the Pilot Scheme for short-term visitors (STV)?

  • He or she is not a student at any educational institution

The following people are eligible to engage in short-term activities in Hong Kong:

  • People from countries that do not need visas to visit Hong Kong
  • People who need a visa or permit to enter Hong Kong
  • Mainland China, Macau, and Taiwan residents

Inability to fulfill these requirements may be subjected to a fine of HK$50,000 or a 2-year imprisonment.

What sectors can STV engage in?

This scheme only allows STV to participate in short-term activities in designated sectors in government bureaus or departments. These includes:

  • Art and Cultural
  • Sports
  • Heritage
  • Creative Industries
  • Innovation and technology
  • Hong Kong Laureate Forum
  • Aviation
  • International or Mega Events
  • Finance
  • Development and construction

Participants will receive invitation letters from the hosts if they are chosen. The hosts should clearly state the role and scope of activities in which the visitors will participate in the invitation letter. Please note that applicants may not be approved to acquire the entry permit, and no related letter will be issued.
